Strategic session on higher education
On March 2, the second day of the strategic session of heads of higher education institutions took place on the basis of the Yurii Fedkovich Chernivtsi National University.
The two-day strategic session of the heads of higher education institutions was very meaningful and effective. Many important issues were discussed, prospects for the development of higher education were presented, recommendations were made regarding the activities of universities under martial law, and many more important issues were considered.
The work of the second day was opened by the Minister of Education and Science Serhii Shkarlet. During his speech, he outlined strategic directions for the development of higher education. He dwelt in detail on the issues of scientific activity, international partnership, legislation, financing, scholarship support and especially emphasized the importance of ensuring the effectiveness of all these directions.
Serhiy Zakharin, State Secretary of the Ministry of Education and Science of Ukraine, spoke about the fulfillment of the terms of the contracts and the target indicators of the heads of educational institutions for 2022, about the work of educational institutions in the conditions of martial law. Presented recommendations to managers regarding the organization of work and active participation in this process of the supervisory boards of universities.
Olexii Shkuratov, Deputy Minister of Education and Science of Ukraine for European Integration, spoke about Ukraine’s scientific and technical activities under martial law, informational support and innovative activities. Dwelt on the importance of integration into the European research space.
Mateusz Byalas, Director of the Representative Office of the Polish Academy of Sciences in Kyiv, reported on the peculiarities of the scientific and technical activity sector in Poland, which combines enterprises and scientific institutions.
Vasyl Kremen, president of the National Academy of Pedagogical Sciences of Ukraine, in his speech spoke about a balanced approach to the implementation of the optimization processes of the network of higher education institutions, the development of the competitiveness of Ukrainian universities.
Svitlana Danylenko, Deputy Minister of Education and Science of Ukraine, focused on the issues of financing higher education, on the preparation of projects of legislative initiatives to regulate the issues of organizing part-time work and hourly wages.
Dmytro Zavhorodnyi, director general of the digital transformation directorate, spoke about a comprehensive approach to the digital transformation of higher education institutions, about the active use of digital educational platforms Cousera, edx, Udemy, labster.
Oleksandr Kostyuchenko, Deputy Minister of Education and Science of Ukraine, spoke about property issues, their accounting and use.
Svitlana Kryshtof, director of the department of certification of highly qualified personnel, focused on the issues of licensing of educational activities, training and certification of highly qualified personnel.
Viktoria Sergiyenko, director of the State Enterprise «Information and Image Center», presented the topic: «Recognition of foreign educational qualifications and verification of Ukrainian documents on education as a guarantee of maintaining trust in the education system of Ukraine.»
James Gresham, a specialist in the field of education of the World Bank, spoke about the main educational needs, such as informatization, psychological support, innovations, infrastructure restoration, integration processes, and the introduction of world educational standards. He noted the active work of the Minister of Education and Science Serhiy Shkarlet on issues of international cooperation and implementation of integration processes.
Ihor Markevich, Head of Development and Strategy of the Innovation Development Fund, representative of Ukraine in the Horizon Committee on Digitization, Space and Industry, representative of Ukraine in COST Grade, spoke about the transformation of the Ukrainian startup fund into an innovation fund.
Nataliia Furlet, director of the personnel support department, spoke about the organization and conduct of elections for heads of higher education institutions, personnel document flow.
Andrii Butenko, head of the National Agency for Quality Assurance of Higher Education, presented the topic: «Internal systems of quality assurance – formal requirements or real tools».
