Kyiv International Cybersecurity Forum 2024. Resilience during Cyberwar

On February 7-8, the «Kyiv International Cybersecurity Forum 2024. Resilience during Cyberwar» was held.

NU «Zaporizhzhia Polytechnic» was represented at the event by Vice-Rector Ruslan Kulikovsky and Head of the Department of Information Technologies of Electronic Means Oleksandr Maly.

The forum was held in the form of a multi-format discussion of strategies and tactics for countering modern cyberthreats by a wide range of politicians, experts, opinion leaders and international partners with the participation of representatives of the US State Department, NATO and EU countries.

The forum was opened by Oleksiy Danilov, Secretary of the National Security and Defense Council of Ukraine, and Mykhailo Fedorov, Deputy Prime Minister for Innovation, Development Education, Science and Technology – Minister of Digital Transformation of Ukraine. Key speakers included: Johannek Belfort, Director for Security and Defence Policy, European External Action Service; Johan Lepassar, Director of the EU Agency for Network and Information Security (ENISA); Mart Noorma, Head of the NATO Joint Center of Excellence for Cyber ​​Defence (CCDCOE); Nathaniel Fick, US Ambassador-at-Large for Cyberspace, US Department of State; Jen Easterly, Director of the US Critical Infrastructure Protection Agency (CISA).

Over two days, numerous sessions discussed the following topics:

  • The role of cybersecurity in modern wars: Ukraine’s experience and lessons for the world
  • Cyberwarfare and international law: modern approaches, gaps and prospects
  • Cyberdiplomacy – synchronization of national interests with the global cyberspace agenda and digital transformation policies
  • Large public and private enterprises as an element of the state’s cyber resilience
  • Strengthening the resilience of the national cybersecurity system through education and capacity building
  • Messengers: convenience & security
  • the role of cyber threat intelligence in ensuring the resilience of the state and business
  • cyber resilience: Ukraine’s experience for the world
  • development of innovative products in Ukraine
  • national cybersecurity cluster: «Cybersecurity in Wartime 2023: Review of Achievements and Challenges»
  • countering modern hybrid threats
  • «Bot farms» as a tool of Russian information operations
  • growing oppression of tacit prejudices
  • cyber attack as a method of disinforming the population
  • artificial intelligence and building information resilience in Ukraine and Eastern Europe: current state and challenges
  • «Gate» — a platform that united society and the state in countering hostile propaganda
  • strategy information security is the main document in the field of information space protection

Deputy Head of the State Service for Special Communications and Information Protection of Ukraine Oleksandr Potiy noted that currently Europe lacks more than 347,000 specialists in the field of cybersecurity. His department continues to systematically reform professional education in Ukraine in the field of cybersecurity. It is working on the introduction of the best global educational practices, taking into account the experience of the European Qualifications Framework and the American Strategic Education Initiative in the field of cybersecurity, which meet the standards in the EU and the USA. Thus, for the first time in many years, changes were made to the state classifier of professions and new professions in the field of cybersecurity and information security were added. In total, there are now 27 of them in the classifier and more than 40 derivatives of them. 21 professional standards have already been developed and put into effect.

During the forum, representatives of the Zaporizhzhia Polytechnic National University, with the participation of the Head of the Cybersecurity Department of the Ministry of Foreign Affairs of Ukraine Yehor Papyshev, held a number of working meetings with donors interested in supporting initiatives in the field of cybersecurity, where the nearest joint measures aimed at ensuring the development of the cybersecurity activity in the Zaporizhzhia region were identified.

An agreement was reached with the State Commission for Special Communications on the audit of the Internet networks of the Zaporizhzhia Polytechnic National University for resilience to cyber threats.
