It is impossible to assess the real quality of Ukrainian education, – I. Likarchuk
The Director of the Center for Testing Technologies and Monitoring of Education Quality believes that consumers of educational services cannot learn about the quality of education due to the lack of an independent monitoring system
Ihor Likarchuk reported this during a press conference dedicated to the presentation of the analytical report «On the State of Monitoring the Quality of Education in Ukraine».
According to the authors of the report, Ukraine is the only country in the European Higher Education Area where there is no independent non-governmental agency for assessing the quality of education, despite the fact that our state is a governmental member of the European Register of Quality Assurance in Education.
According to Ihor Likarchuk, today in Ukraine the same education management bodies perform both industry management and education quality control functions.
«As a result, customers and consumers of educational services – pupils, students and their parents, employers, independent experts, public organizations do not have the opportunity to find out what the real quality of Ukrainian education is,» he noted.
Ihor Likarchuk also reported that this is why most reform measures in the education system do not achieve their goals, lead to inefficient use of budget and private funds, and devalue the essence and content of educational activities.
He emphasized that the regulatory documents adopted in November 2011 – January 2012 cannot ensure the creation of an education monitoring system. In particular, this applies to the regulation on the national system of rating assessment of the activities of higher educational institutions, which was approved by the Ministry of Education.
«These documents are focused on obtaining formal indicators, conducting unsystematic situational control procedures and strengthening centralization in the management of the educational sector,» Ihor Likarchuk emphasized.
The authors of the analytical report on monitoring the quality of education in Ukraine also reported that Ukraine does not have a defined and adapted system of state educational standards with educational goals, the analysis of the implementation of which could provide grounds for conclusions about the quality of education.
«The state has not developed and implemented a national system of educational indicators that could become an important source of information about the functioning of the sector and ensure comparison of its results with similar data from other countries of the world, in particular those that are members of the Organization for Economic Cooperation and Development (OECD).»
