On April 25, 2019, the Verkhovna Rada of Ukraine adopted the Law of Ukraine «On Ensuring the Functioning of the Ukrainian Language as the State Language» (hereinafter referred to as the Law on Language), which defined the circle of persons who are required to speak the state language and use it when performing official duties. These include, in particular, pedagogical, scientific and pedagogical and scientific workers (clause 14, part 1, article 9 of the Law on Language), officials and service personnel of enterprises, institutions and organizations of state and municipal ownership (clause 16, part 1, article 9 of the Law on Language).
Part four of article 10 of the Law on Language obliges a person to submit a document certifying the level of proficiency in the state language before being elected or appointed to a relevant position.
The level of language proficiency will be certified by one of two documents:
– a state certificate issued by the National Commission on State Language Standards;
– a document on complete general secondary education – provided that it confirms the study of the Ukrainian language as a subject.
The National Commission on standards of the state language, within the limits of its powers, organizes an exam to determine the level of proficiency in the state language, appoints specially authorized state institutions that conduct exams, and issues state certificates. Exams are held at specially created examination sites located on the territory of Ukraine.
To take the exam and receive a certificate of proficiency in the state language, the applicant, starting from July 16, 2021, must:
– register online at the link: https://exam.mova.gov.ua, indicating your full name, date, place and time of the exam (from the proposed options);
– come to the selected location at the registered time with an identification document and a CEP device;
– take the exam using the platform https://exam.mova.gov.ua
– The exam results are established no later than 15 calendar days from the date of taking the exam.
