Citizens undergoing military training are discharged from the military service (higher education institution) by order of the rector of the higher education institution (head of the higher education institution) upon the submission of the head of the military service under the conditions specified in the Procedure for conducting military training of citizens of Ukraine under the reserve officer training program, approved by the Resolution of the Cabinet of Ministers of Ukraine dated February 1, 2012 No. 48 (as amended), and in other cases provided for by law.

The following are notified in writing by the relevant body of the higher education institution (HEI) about the expulsion of citizens:

military commissariat, where full-time higher education students are registered for military service;

commander (chief) of a military unit in which servicemen involved in military training undergo military service.

At the same time, if a citizen underwent military training at the expense of individuals, the funds previously paid for this training will not be returned to him.

14. The reinstatement of citizens undergoing military training is carried out upon the submission of the head of the VNP, agreed with the head of the military management body to which the VNP (VVNIZ) is subordinate, by order of the rector of the VVNIZ (head of the VVNIZ).

For renewal, the citizen provides the following documents:

application for resumption of studies;

copy of passport.

Citizens expelled from the Reserve Military Academy (VVNIZ) for violating discipline and/or public order are not re-enrolled in the reserve officer training program.

15. Military training is carried out in the form of training sessions, independent work, practical training, training camp, and control measures.

The main types of training classes in military schools (higher education institutions) that provide military training for citizens are lectures, seminars, laboratory, practical, group, individual classes and consultations, group exercises, independent classes under the guidance of a scientific and pedagogical worker, tactical (tactical-special) classes, tactical (tactical-special) training, etc.

The types of training sessions are determined by the military training program for citizens.

Group class – a type of educational class in which a scientific and pedagogical worker teaches new educational material using the explanatory-lecture method, monitors the assimilation of previously studied material by students using the survey method and seeks to consolidate it, and directs the independent work of these individuals using the method of creative recommendations.

A group exercise is a type of training session used when studying the section on tactical and tactical-special training.

Group exercises are conducted in training groups (platoons). They are intended to instill in citizens the skills of preparing for and supporting combat operations, and managing military units.

Group exercises, during which citizens perform duties in the same official position, are conducted on maps in classrooms, at training command posts, and on the ground in a specific tactical situation after studying the theoretical material of the section on tactical and tactical-special training.

Several group exercises, conducted sequentially, are performed, as a rule, in a single tactical setting by practicing a complex training task.

The complexity of the training task is ensured by the fact that, against a general tactical background, issues of several sections of the military training program are resolved in accordance with the sequence of work of the commander and staff during preparation and conduct of combat.

Independent study under the guidance of a scientific and pedagogical worker – a type of educational activity conducted with the aim of active assimilation by students of new knowledge, consolidation, dissemination and deepening of knowledge obtained in other types of classes, preparation of essays, modeling and performance of other creative tasks, as well as training these individuals in methods of independent work with educational material. Independent studies under the guidance of a scientific and pedagogical worker take place at a time specified in the class schedule. The methodology for their conduct is determined by the Higher Educational Institution (HEI).

Tactical (tactical-special) classes are the basis of practical training of citizens in the preparation and combat support of units and their management in combat.

Tactical (tactical-special) training aims to develop and improve the skills and abilities of citizens in preparing for combat operations, their comprehensive support, and commanding units in battle. At the same time, citizens perform the duties of unit commanders, staff officers, and other officials in accordance with the training plan.

Such training is conducted on site (in training centers, airfields, training grounds), as a rule, during training camps. It is allowed to conduct individual stages of tactical (tactical-special) training in special classrooms, laboratories equipped with samples of weapons and military equipment, and training equipment.

The duration of the exercises can be up to 2-3 days. The exercises can be bilateral and unilateral, with a designated enemy, with live fire, etc. The heads of such exercises are appointed by the heads of the VNP or heads of departments for tactical (tactical-special) training.

Mandatory classroom lessons under the guidance of a scientific and pedagogical worker and independent work are planned during military training days within a 9-hour school day, of which 6-7 hours are educational (classroom) lessons, 2-3 hours are independent work.

All types of military training classes are recorded in the class record book.

Independent work is the main means of mastering the educational material in time free from mandatory classes.

The content of independent work on a specific section of the military training program is determined by organizational and methodological recommendations for the specified program, other educational and methodological materials, tasks and instructions of the scientific and pedagogical worker.

The study time designated for independent work is regulated by the curriculum and daily schedule of the military training center (VVNZ) and must constitute at least 1/3 of the total study time provided for studying a specific section of the military training program in the military training center (VVNZ). The remaining study time designated for independent work is used by citizens to independently work on mastering the educational material in the library of the military training center (VVNZ), study rooms, computer classes (laboratories), as well as at home. If necessary, this work is carried out according to a pre-prepared schedule, which guarantees the possibility of individual access for students to the necessary didactic tools. The schedule is communicated to them at the beginning of the current semester.

Independent work is provided by a set of educational and methodological tools provided for studying the military training section: textbooks, study guides, lecture notes, etc.

Teaching and methodological materials for independent work should provide for the possibility of self-control by students.

The acquisition of the educational material of the military training program during the independent work of the trainees can take place in classrooms, auditoriums, computer classes, laboratories, and libraries.

When organizing independent work using complex equipment or facilities, complex information access systems, the possibility of obtaining advice or assistance from an appropriate specialist of the Higher Educational Institution (HEI) should be ensured.

The content of military training, provided for by the military training program and the thematic plan for the assimilation of students during independent work, is submitted for final control together with the educational material that they work on in training classes under the guidance of a scientific and pedagogical worker.

6. During the final exams, the payment of daily allowances, housing costs, and travel costs to the place of residence (higher education institution) and back to the heads and members of the examination committees is carried out at the expense of those higher education institutions (higher education institutions) where the exam is held.

7. Citizens who received an unsatisfactory grade during the final exam are allowed to retake it within the period established by the examination commission, but no later than 1 month before the expiration of the term of office of this commission.

In the event of a repeated unsatisfactory grade on the final exam, a citizen who has undergone military training will not be certified before being awarded the primary officer rank.

8. The term of office of the examination committee is one calendar year.

9. After passing the final exams, citizens (except for military personnel) who have completed a full course of military training and taken the Military Oath are certified for the assignment of the corresponding primary military rank of reserve officer.

Servicemen receive a certificate of completing military training in the relevant military-accounting specialty at a military educational institution (higher education institution) with a proposal to certify a serviceman who has completed a full course of military training for the assignment of the corresponding primary military rank of reserve officer. The second copy of the certificate  is sent to the commander (chief) of the military unit where the serviceman is serving, to make a decision on certifying him/her for the assignment of the corresponding primary military rank of reserve officer in accordance with the established procedure.

10. Citizens of Ukraine, who have received higher education at a level not lower than a bachelor’s degree, completed a full course of military training under the reserve officer training program, passed the established exams and were certified for officer status, shall be awarded the corresponding primary military rank of reserve officer. If necessary, they shall be subject to conscription for military service as officers by order of the Minister of Defense of Ukraine or, at their request, may be accepted for military service under a contract as officers.

11. Citizens who are not certified for officer status after graduating from a higher educational institution and have not completed military service may be called up for military service taking into account the specialty they received at a higher educational institution or related military-accounting specialties.
