The Ministry of Education plans to connect universities to the “Scopus” database;

The Ministry of Education is ready to consider mechanisms for financing the connection of Ukrainian universities to the citation tracking tool «Scopus», which, among other things, is used in compiling well-known world rankings of universities

On March 21, the Ministry held a meeting between First Deputy Minister of Education Yevhen Sulima and the representative of the Elsevier publishing house in Eastern Europe, Petro Holkevych. The meeting was also attended by rectors and vice-rectors for scientific work of leading higher educational institutions of Ukraine.

«Elsevier» is the world’s largest publisher of scientific, technical and medical information products and services. Collaborating with global scientific communities, Elsevier publishes more than 2,000 journals and 1,900 books each year. In addition to printed products, the publishing house offers such innovative electronic products and resources as «ScienceDirect», «MD Consult» and «Scopus».

During the meeting, Yevhen Sulima noted that «the President of Ukraine has set the task for the Ministry of Education and Science, Youth and Sports to ensure that leading Ukrainian universities enter the main international rankings of the best universities in the near future. Therefore, the ministry is interested in intensifying cooperation with international organizations, which will contribute to the entry of Ukrainian higher education institutions into world rankings».

«We understand that access to scientometric databases is relevant and necessary for Ukrainian universities to enter the best universities in the world. We are interested in cooperation with the Elsevier publishing house, which offers such a product as the Scopus database», – Yevhen Sulima noted.

He also expressed hope that «the management of the Elsevier publishing house will be understanding of Ukrainian universities and will meet them in terms of Ukraine’s financial capabilities, taking into account further long-term cooperation.»

In addition, Yevhen Sulima noted that the ministry is ready to consider financing mechanisms, as well as organizational and technical issues of connecting to the Scopus database, emphasizing that this will allow project participants to have access to the database, which covers more than 18 thousand scientific journals and will provide an opportunity to receive the latest information in various areas of scientific research, have citation indicators of scientific articles of an individual author or organization, analyze the scientific productivity of a scientist and organization, and compare the quality of scientific journals.

Following the results of the meeting, a protocol decision was adopted in which the participants supported the need to connect to the Elsevier database information and scientific system by forming a consortium with the participation of Ukrainian higher educational institutions. institutions. Rectors of higher education institutions must submit proposals for the entry of educational institutions into the consortium.
