The working group proposed a new version of the bill on higher education

KPI Rector Mykhailo Zgurovsky, on behalf of the working group that worked on the development of the bill on higher education, announced the publication of the completed draft document

Mykhailo Zgurovsky reported that the draft law is not complete, and therefore interested parties can send proposals for its improvement.

The explanatory note to the draft document notes that the proposed bill on higher education was developed on behalf of the Prime Minister and was the result of achieving a public consensus on defining the conceptual principles of the development of higher education in Ukraine.

The working group noted that the work was carried out on the basis of openness and transparency for all government bodies, interested scientific institutions and higher educational institutions, representatives of the labor market, public organizations and specialists in the field of education and science.

During the development of the draft Law, more than 3 thousand proposals were submitted to it from institutions and specialists in the field of education, science, public administration and business. The development of the draft law was open and available for wide public discussion via the Internet.

The working group for the preparation of the text of the draft law was attended by representatives of institutions and organizations representing different opinions and attitudes of society.

In order to ensure the acceptance of the draft by wide segments of the professional community and to prevent the emergence of conflict situations around it, all its provisions were adopted on the basis of their comprehensive discussion and agreement by the members of the working group by consensus.

«Thus, the need to adopt this draft Law of Ukraine »On Higher Education« (new edition) is determined by a number of public requests for the modernization of higher education in accordance with modern realities, adaptation of legislation in the field of higher education to European standards, bringing the regulatory framework of higher education to the modern needs of the economy and its innovative development, as well as achieving public consensus on the conceptual principles of the development of higher education, which are the basis of this project,» the explanatory note to the project says.

The working group also reported that the project was agreed with interested central state executive bodies, as well as with representatives of the Global Development Alliance, the Program for Promoting External Testing in Ukraine (USETI), the Association of Privately Owned Educational Institutions of Ukraine, the Bureau of Journalistic Investigations «Svidomo», the Ukrainian Association of Student Self-Government, the VMGO «Foundation of Regional Initiatives», the VGO «Public Council of Educators and Scientists of Ukraine», Public Initiative «Student Protection», Civic Movement «Vidsich», Kyiv City Organization of the Trade Union of Education and Science Workers, Independent Student Trade Union «Direct Action», Student Trade Union Association of Kyiv.

On February 21, the document will be presented at the Club of the Cabinet of Ministers of Ukraine with the participation of Prime Minister Mykola Azarov.

The draft Law has been published on the website of NTUU «KPI» ( http://kpi.ua/ ).
