X International Scientific and Practical Conference «State Ethno-National Policy: Legal and Culturological Aspects in the Conditions of Southern Ukraine»

On October 10-11, 2013, at the premises of Zaporizhzhia National Technical University, the Department of Ukrainian Studies, with the assistance of the Ministry of Education and Science of Ukraine, the I.F. Kuras Institute of Political and Ethno-National Studies of the NAS of Ukraine, the Zaporizhzhia Regional State Administration, the Zaporizhzhia Regional Museum of Local Lore and the Zaporizhzhia Regional Association of Public National and Cultural Societies, held the traditional X International Scientific and Practical Conference «State Ethno-National Policy: Legal and Culturological Aspects in the Conditions of Southern Ukraine». Over the course of eighteen years, this scientific gathering has gone from the regional to the international level. In addition to Ukrainian scientists, the conference was attended by representatives of academic circles from Bulgaria, Israel, Poland, Turkey, and the Russian Federation. In total, more than a hundred scientific articles and materials were submitted to the conference.

On October 10, at the beginning of the plenary session, the conference participants honored the memory of the Director of the I.F. Kuras Institute of International Relations of the National Academy of Sciences of Ukraine, Academician of the National Academy of Sciences, Doctor of Political Sciences, Co-Chairman of the Conference Organizing Committee, Yu.A. Levenets, whose heart stopped beating on October 8, 2013, with a minute of silence.

The following delivered welcoming remarks to the conference participants: Rector of ZNTU, Doctor of Technical Sciences, Professor S.B. Pasichnyk; Director of the Institute of Economics and Humanities of ZNTU, Doctor of Economics, Professor P.V. Gudz; Dean of the Faculty of Humanities of ZNTU, Head of the Department of Ukrainian Studies, Candidate of Historical Sciences, Associate Professor M.V. Dedkov. Chernova «Research into the Ethnic Identity of National Minorities of Modern Ukraine»; Candidate of Technical Sciences, Head of the Zaporizhzhia Regional Society of Bulgarian Culture V.V. Mitkov «150 Years of the Migration of Bulgarians to Tavria: Problems and Prospects»; Candidate of Historical Sciences, Associate Professor of the Department of Theory and History of State and Law of the National University of the State Tax Service of Ukraine (Irpin) V.O. Dotsenka «Jewish Public Initiative in Ukraine at the Beginning of the 20th Century»; Head of the Laboratory of Technical Progress of ZNTU N.V. Derkach «Ethno-National Factor in the Context of Civic Education in Ukraine»

In the afternoon, after the lunch break, the conference participants worked in 4 sections: «Ethnic groups of the region: history and culture» (section heads: Doctor of Historical Sciences, Professor of the Department of History of Ukraine and Teaching Methods of Kherson State University S.G. Vodotyka and Doctor of Historical Sciences, Professor of the Department of History of Ukraine of Zaporizhzhia National University G.F. Turchenko), «Legal aspects of state ethno-policy: evolution and modernity» (section heads: Doctor of Historical Sciences, Professor of the Department of International Economic Relations of ZNTU O.P. Sarnatsky and Candidate of Historical Sciences, Associate Professor of the Department of Historiography, Source Studies and Special Historical Disciplines of the Educational and Scientific Institute of History and Law of Mykolaiv National University named after V.O. Sukhomlynskyi M.M. Zerkal), «Intellect and Spirituality: National Dimension» (section heads Doctor of Historical Sciences, Professor, Head of the Department of History of the P. Mohyla Black Sea State University Yu.V. Kotlyar and Doctor of Philosophical Sciences, Professor, Head of the Department of Philosophy of the ZNTU O.V. Bondarenko) and «Language Policy and Education: International and National» (section heads Candidate of Historical Sciences, Research Fellow of the Department of National Minorities of the I.F. Kuras Institute of Political and Ethno-National Studies of the NAS of Ukraine L.L. Kovach and Candidate of Historical Sciences, Associate Professor of the Department of Humanities of the Classical Private University L.M. Kryvosheeva).

On October 11, a meeting of the Round Table «Taking into account the ethnocultural features of the South of Ukraine when developing and implementing state ethnopolicy» was held, in which the chief specialist of the Department of Tourism and Nationalities of the Department of Tourism, Cultural Heritage, Nationalities and Religions of the Department of Tourism, Nationalities and Religions of the Zaporizhzhia Regional State Administration, M.S. Olikhver, took part. The following speeches were heard: the head of the «Rus» society; V.V. Demin «Traditions of the culture of Russians in the Zaporizhzhia region»; the head of the Jewish Council of the Zaporizhzhia region, the head of the religious community «Yachad»; B.L. Esterkin «History of the creation of the Jewish community in Zaporizhzhia»; Director of the Zaporizhzhia City Charitable Foundation of the Jewish Community Center «MazalTov» I.I. Nosenko «Interethnic Dialogue on the Example of the Implementation of the »Ethno-Settlement« Project; Rector of the Zaporizhzhia Regional Institute of Postgraduate Pedagogical Education of the Zaporizhzhia Regional Council, Head of the Department of Philosophy and Social and Humanities, Head of the Zaporizhzhia Regional Public Organization »Russian Cultural Center« V.V. Pashkov »The Role of State Language Policy in the Formation of Interethnic Relations in Ukraine«; Head of the Zaporizhzhia Regional Society of Polish Culture named after A. Mickiewicz O. Pavlyuk »Cooperation of the Zaporizhzhia Regional Society of Polish Culture named after A. Mickiewicz with Polish universities».

The participants of the Round Table, among other things, noted the not overestimated role of these traditional scientific and practical conferences in the life of both Southern Ukraine and the state as a whole. The further holding of such annual scientific meetings, in the opinion of the participants of the Round Table, is justified and expedient.

The speakers and section leaders noted the high level of scientific novelty and practical significance of the results of the speeches of scientists and representatives of national communities. The Presidium of the Round Table was addressed by the candidate of historical sciences, director of the information and analytical agency «Kpialle» O.P. Kryvoshy with a proposal to introduce a section on gender issues in the South of Ukraine in the next edition. This proposal was welcomed by the conference participants. After the conference, its participants took part in an excursion to the Historical and Ethnographic Complex «Zaporizhzhia Sich» (Khortytsia Island) and visited the performance of the Zaporozhian Cossack Equestrian Theater «Herts».
