The 27th session of the Zaporizhzhia Regional Council: consideration of the ways of development of higher technical education — how political pressure defeats common sense
The regular session was again not marked by a high turnout of deputies and electronic registration started with 54 and finally stopped at 64 (76% of the total number). This affected the voting results, especially when they reached the 50th item on the agenda.
The «Appeal»…, initiated by the «New Policy» parliamentary faction, offered to support the idea of creating the «Zaporizka Polytechnic» on the basis of two technical higher education institutions. The logically correct decision presented by the deputy V.V. seemed clear to the deputies. Horsetail The deputies did not have any questions, and the speeches of associate professor of ZDIA I.V. Chernova and the chairman of the ZNTU trade union committee A.V. Ivanchenko added to a fairly clear situation, when all decisions in the work team of the academy were «punched out» by administrative pressure, and alternative opinions were not allowed. The efforts of the rector of ZDIA V.A. Banach’s reference to the decision of the conference (by the way, the academy forgot that the voting results should be calculated as a percentage of the statutory composition, and not of those present, that is, not 92%, but barely 66-70%, depending on what was counted) were not convincing. The questions to him concerned the situation with 200,000 dollars seized from an intermediary firm in the office on the territory of the academy’s dormitory. (There was no answer).
Representatives of the faction «UKROP», «Radical Party of Oleh Lyashko», «Nash Kray» spoke in support of «Appeal»…
And then the voting – «for» – 38 (60% of those present at the session), «against» – 0, «abstentions» – 1. We express our gratitude for a truly statist position to all those who voted «for» (see the list), and especially to Volodymyr Kyurchev, Viktor Shcherbina and Dmytro Maistro, who did not agree with the opinion of the majority of their factions.
That is, «for» by factions: «New Politics» – 100%, «UKROP» – 83%, «Radical Party of Oleh Lyashko» – 86%, «Oppoblok» – 77%, «Samopomich» – 67%, «Nash Kray» – 50% (from the number of registered).
And yet – the decision has not been made and the reasons are clear – deputies of other factions did not pay attention to the main content of the demands of the «Appeal»… namely:
– to recognize as inadmissible the unjustified decision regarding the mechanical joining of ZDIA to ZNU as contrary to the state policy in the development of technical higher education in Ukraine;
– we ask the Ministry of Education and Science of Ukraine to create a commission with the involvement of deputies of the Verkhovna Rada of Ukraine, deputies of the Zaporizhzhia Regional Council and representatives of the industry of the Zaporizhzhia Region for a balanced study of the issue that has arisen;
– to provide an opportunity for the staff of ZDIA to get acquainted with all the proposals regarding the further fate of the academy, followed by an impartial holding of a meeting of the Conference of the labor team (or a vote of all scientific and pedagogical workers) with a mandatory secret vote.
They did not ask questions, did not speak in the discussion, and shyly left the hall during the voting or forgot to press any key. Of course, they were all informed about the need to support the decision of pro-government structures in this way, formulated in the letter of support for the mechanical joining of ZDIA to ZNU, sent by ZODA to the Ministry of Education and Culture of Ukraine long before the session and which, of course, did not mention the negative opinions of either the heads of all leading enterprises or the mayor of Zaporizhzhia V.V. Beet.
And so 25 deputies simply do not vote (39% of those present). We list them and mark them by factions: BPP «Solidarity» – 85%, «Fatherland» – 83%, the so-called «Non-factional» – 100%!
So 5 votes were not enough, and the absence of 20 deputies, 13 of which belong to the faction that supported the «Appeal»…
Therefore, with the support of the majority of factions, it was decided to submit a draft of a new «Appeal» to the Zaporizhzhia Regional Council.
