Government Procurement
Zaporizhzhia Polytechnic National University carries out public procurement to ensure the smooth running of the educational process, research activities, administrative and operational work, the development of its material and technical infrastructure, and the fulfilment of the University’s statutory tasks in accordance with the requirements of current Ukrainian legislation.
Public Procurement
The organization and conduct of procurement at the University are based on the principles of transparency, fair competition, maximum economy and efficient use of budget funds, non-discrimination against participants, equal treatment of all participants in procurement procedures, and the objective and impartial selection of winners.
Procurement needs are determined by the University’s structural units in accordance with the approved budget, planned funding indicators, the University’s actual needs, and taking into account the strategic directions of its development. Based on the submitted needs, an annual procurement plan and amendments thereto are formulated and approved, which are published in the Prozorro electronic procurement system in accordance with the procedure established by law.
The technical, qualitative, and quantitative characteristics of procurement items are determined taking into account industry standards, applicable laws, the University’s actual needs, and the principle of optimal value for money. When preparing tender documentation, special attention is paid to ensuring the transparency of procurement conditions, preventing discriminatory requirements, and creating a level playing field for all potential participants.
The estimated value of the procurement items is determined in accordance with the Model Methodology for Determining the Estimated Value of a Procurement Item, approved by Order No. 275 of the Ministry of Economic Development, Trade, and Agriculture of Ukraine dated February 18, 2020, through an analysis of market prices, commercial offers, information from open sources, and data from previous procurements.
Procurement of goods, works, and services by Zaporizhzhia Polytechnic National University is carried out exclusively in accordance with the Law of Ukraine “On Public Procurement,” resolutions of the Cabinet of Ministers of Ukraine, regulatory acts of authorized bodies, and using the Prozorro electronic procurement system.
The University ensures the transparency and accessibility of procurement information by promptly publishing:
- annual procurement plans and amendments thereto;
- notices regarding procurement procedures;
- tender documentation;
- justifications for the technical and quality characteristics of the procurement items;
- information on the estimated cost and budget allocation;
- procurement contracts and supplementary agreements thereto;
- reports on contract performance;
- other information required by public procurement legislation.
The disclosure of procurement information is carried out in accordance with the requirements of the Law of Ukraine “On Public Procurement,” Resolution of the Cabinet of Ministers of Ukraine No. 1178 dated October 12, 2022, “On the Approval of Specifics for the Conduct of Public Procurement of Goods, Works, and Services for Contracting Authorities as Provided for by the Law of Ukraine ‘On Public Procurement,’ for the duration of the legal regime of martial law in Ukraine and for 90 days from the date of its termination or repeal,” as well as other regulatory acts governing the sphere of public procurement.

About the Logistics and Supply Department
ВThe Logistics and Supply Department of Zaporizhzhia Polytechnic National University is a structural unit of the university whose activities are focused on organizing and ensuring the procurement of goods, works, and services for the university’s needs in accordance with the requirements of current Ukrainian legislation on public procurement.
The main objective of the department is to ensure the efficient, transparent, and timely supply of material and technical resources for the proper functioning of the educational process, scientific activities, administrative and operational work, and the development of the university’s material and technical base.
In its activities, the department is guided by the Constitution of Ukraine, the laws of Ukraine, regulatory acts of the Cabinet of Ministers of Ukraine, orders of the Ministry of Education and Science of Ukraine, the Law of Ukraine “On Public Procurement,” the Charter of Zaporizhzhia Polytechnic National University, the university’s internal regulatory documents, and orders and directives of the rector.
The main tasks and functions of the department are:
- organizing and conducting procurement procedures for goods, works, and services for the university’s needs;
- ensuring compliance with procurement procedures in accordance with the requirements of the Law of Ukraine “On Public Procurement”;
- defining procurement items in accordance with DK 021:2015 “Unified Procurement Vocabulary”;
- publishing information and documents on procurement in the Prozorro electronic system;
- developing and maintaining the annual procurement plan and amendments thereto;
- collecting and summarizing information from the university’s structural units regarding needs for goods, works, and services;
- participating in the planning of the procurement of material and technical resources;
- preparing, drafting, and maintaining procurement documentation;
- coordinating interactions with the university’s structural units, suppliers, and procurement participants;
- ensuring the documentation of contracts and monitoring the fulfillment of contractual obligations;
- organizing the receipt and delivery of inventory items for the university’s needs;
- participating in claims and litigation within the department’s scope of authority;
- ensuring the preservation of documentation and electronic databases related to procurement.
The department operates on the principles of openness, transparency, fair competition, the effective and rational use of public funds, compliance with anti-corruption laws, and the provision of equal conditions for all participants in the procurement process.
Within the scope of its authority, the department interacts with the university’s structural units, government agencies, suppliers of goods, contractors, and service providers, as well as other enterprises, institutions, and organizations.

How to become a supplier
Zaporizhzhia Polytechnic National University procures goods, works and services via the Prozorro electronic public procurement system in accordance with the requirements of the Law of Ukraine ‘On Public Procurement’.

3. Find a current procurement
You can view the announced tenders by:
- on the official Prozorro web portal;
- via the electronic platform;
- by subscribing to tenders in your personal account;
- via the Prozorro BI analytics module.

4. View the tender documents
Before submitting a tender, you must carefully review the procurement terms and conditions, technical specifications, eligibility criteria and the list of documents required by the contracting authority.
The tenderer must ensure that their tender fully complies with the requirements set out in the tender documentation.
5. Submit a tender
To take part in the procurement process, you must:
- prepare a set of documents in accordance with the procurement requirements;
- upload the documents via your personal account on the electronic platform;
- apply a qualified electronic signature (QES);
- submit your tender bid before the deadline for submission.
In some procurement procedures, the electronic platform may charge a fee for the submission of a tender in accordance with the established rates.
6. Take part in the online auction
Once the submission period has closed, the system automatically sets a date and time for the electronic auction, during which participants can gradually lower their bids.
7. Await the outcome of the review
Following the auction, the contracting authority reviews the tenderers’ bids for compliance with the requirements of the tender documentation and decides on the successful tenderer.
