Zaporizhzhia Polytechnic National University carries out public procurement to ensure the smooth running of the educational process, research activities, administrative and operational work, the development of its material and technical infrastructure, and the fulfilment of the University’s statutory tasks in accordance with the requirements of current Ukrainian legislation.

Public Procurement

The organization and conduct of procurement at the University is based on the principles of openness, fair competition, maximum economy and efficiency in the use of budget funds, non-discrimination of participants, equal treatment of all participants in procurement procedures, and objective and impartial determination of winners.

The formation of the need for procurement is carried out by the structural divisions of the University in accordance with the approved budget, planned financing indicators, actual needs of the University and taking into account the strategic directions of its development. Based on the submitted needs, an annual procurement plan and amendments to it are formed and approved, which are published in the electronic procurement system Prozorro in the manner prescribed by law.

Technical, qualitative and quantitative characteristics of the procurement items are determined taking into account industry standards, current legislation, the actual needs of the University and the principle of optimal price-quality ratio. During the preparation of tender documentation, special attention is paid to ensuring transparency of procurement conditions, preventing discriminatory requirements and creating equal conditions for all potential participants.

The expected cost of the procurement items is determined in accordance with the Model Methodology for Determining the Expected Cost of the Procurement Item, approved by Order of the Ministry of Economic Development, Trade and Agriculture of Ukraine dated February 18, 2020 No. 275, by analyzing market prices, commercial offers, information from open sources, and data from previous procurements.

Procurement of goods, works and services by the Zaporizhzhia Polytechnic National University is carried out exclusively in accordance with the Law of Ukraine «On Public Procurement», resolutions of the Cabinet of Ministers of Ukraine, regulatory legal acts of authorized bodies and using the electronic procurement system Prozorro.

The University ensures the openness and accessibility of procurement information through timely publication of:

annual procurement plans and amendments thereto;
announcements on procurement procedures;
tender documentation;
substantiation of technical and quality characteristics of the procurement items;
information on the expected cost and amount of budget allocation;
purchase agreements and additional agreements thereto;
reports on the implementation of contracts;
other information provided for by public procurement legislation.

Publication of information about procurement is carried out in accordance with the requirements of the Law of Ukraine «On Public Procurement», Resolution of the Cabinet of Ministers of Ukraine dated 12.10.2022 No. 1178 «On Approval of the Features of Public Procurement of Goods, Works and Services for Customers Provided for by the Law of Ukraine »On Public Procurement«, for the Period of the Legal Regime of Martial Law in Ukraine and within 90 Days from the Date of Its Termination or Cancellation», as well as other regulatory legal acts regulating the field of public procurement.

About the Logistics Department

The Department of Material and Technical Supply of the Zaporizhzhia Polytechnic National University is a structural unit of the university, the activities of which are aimed at organizing and ensuring the procurement of goods, works and services for the needs of the university in accordance with the requirements of the current legislation of Ukraine in the field of public procurement.

The main goal of the department is to ensure the effective, transparent and timely supply of material and technical resources for the proper functioning of the educational process, scientific activities, administrative and economic work, and the development of the university’s material and technical base.

In its activities, the department is guided by the Constitution of Ukraine, the laws of Ukraine, regulatory legal acts of the Cabinet of Ministers of Ukraine, orders of the Ministry of Education and Science of Ukraine, the Law of Ukraine «On Public Procurement», the Charter of the Zaporizhzhia Polytechnic National University, internal regulatory documents of the university, orders and instructions of the rector.

The main tasks and functions of the department are:

organization and implementation of procurement procedures for goods, works and services for the needs of the university;
ensuring support for procurement in accordance with the requirements of the Law of Ukraine «On Public Procurement»;
definition of procurement items in accordance with DK 021:2015 «Unified Procurement Dictionary»;
publication of information and documents on procurement in the electronic system Prozorro;
formation and maintenance of the annual procurement plan and changes to it;
collection and generalization of information from the university’s structural divisions regarding the needs for goods, works and services;
participation in planning the acquisition of material and technical resources;
preparation, execution and maintenance of documentation in the field of procurement;
coordination of interaction with university structural units, suppliers and procurement participants;
ensuring documentary support for contracts and monitoring the implementation of contractual obligations;
organization of receipt and delivery of goods and materials for the needs of the university;
participation in claims and litigation work within the department’s competence;
ensuring the preservation of documentation and electronic databases in the field of procurement.

The department operates on the principles of openness, transparency, fair competition, effective and rational use of public funds, compliance with anti-corruption legislation, and ensuring equal conditions for all participants in the procurement process.

Within its competence, the department interacts with structural units of the university, state authorities, suppliers of goods, contractors and service providers, as well as other enterprises, institutions and organizations.

How to become a supplier

The Zaporizhzhia Polytechnic National University carries out procurement of goods, works and services through the electronic public procurement system Prozorro in accordance with the requirements of the Law of Ukraine «On Public Procurement».

The main principle of the functioning of the Prozorro system is openness and transparency — «Everyone sees everything.» Information about procurement is public and freely available to all interested parties.

4. Read the tender documentation

Before submitting a proposal, you must carefully read the procurement conditions, technical requirements, qualification criteria, and the list of documents required by the customer.

The participant must ensure that his proposal fully complies with the requirements of the tender documentation.

5. Submit a tender offer

To participate in the procurement, you must:

prepare a set of documents in accordance with the procurement requirements;
upload documents through your personal account on the electronic platform;
apply a qualified electronic signature (QES);
submit a tender proposal before the deadline.

In some procurement procedures, the electronic platform may charge a fee for submitting a tender proposal in accordance with established tariffs.

6. Participate in an electronic auction

After the completion of the acceptance of offers, the system automatically sets the date and time for the electronic auction, during which participants can gradually reduce their price offer.

7. Await the results of the review

After the auction, the customer reviews the tender proposals of the participants for compliance with the requirements of the tender documentation and makes a decision on determining the winner of the procurement.
