Key professional achievements / cases

Coordinated the process of returning more than 56 hectares of strategic land to state ownership (in particular, 19 hectares of the Konka River coastal protection strip and 12.72 and 25 hectares of the Rozumivskyi pine forest), based on his own anti-corruption models for detecting schemes of illegal acquisition of assets and money laundering through land plots and real estate objects, which can be used to protect public assets, audit risks and combating shadow financial flows in any jurisdiction, including EU countries and the USA.

Developed and implemented into the regulatory and legal framework of the Zaporizhzhia Regional Council author's applied toolkit, methodological recommendations and analytical models for assessing corruption risks, which became the basis for the adoption of more than 10 normative legal acts in the field of communal property management, control over financial and economic activities and anti-corruption regulation.

Ensured the termination of systemic violations and abuses in the utility sector in the amount of more than UAH 58.46 million, directly applying the author's anti-corruption methodology of supply chain audit, analysis of abnormal transactions and prevention of money laundering.

Developed and implemented anti-crisis management and scientific solutions to overcome systemic emergency situations, which made it possible to restore the functioning of medical institutions during the COVID-19 pandemic (in particular, the medical rehabilitation sanatorium «Gloria»), as well as preserve and ensure the stable operation of critical infrastructure facilities of the Zaporizhzhia region (KNP «Regional Infectious Clinical Hospital», KP «Pharmacy association »Pharmacy", etc.) under martial law conditions.

Developed the author's model for detecting hidden transactions in supply chains and procurement based on the Concept of Global Capital Movement Asymmetry. The toolkit provides increased transparency of financial transactions on the EU and US markets and is implemented in the activities of leading metallurgical plants and local governments to minimize risks during the procurement procedure

Developed and implemented a complex algorithm of legal support and a model of socio-legal adaptation of citizens in conditions of armed aggression (from 2022), providing legal, consulting and humanitarian assistance to tens of thousands of internally displaced persons, refugees and affected residents both in Ukraine and abroad

He took part in the organizational and practical support of the formation of the first composition of the Council of Prosecutors of Ukraine and the Qualification and Disciplinary Commission of Prosecutors, the creation of which laid the foundations of self-government and institutional renewal of the prosecutor's office.

He improved the methodological approach to assessing the level of diversification of the regional economy using the rank method and developed the conceptual principles and mechanisms for the formation of the sectoral structure of the regional economy in conditions of an unstable economic environment, which were used by the committees of the Verkhovna Rada of Ukraine during the development of the state structural economic policy.
