Universities buy diploma forms 20 times more expensive than the cost price
On February 27, SE «Inforesurs» concluded an agreement with SE «PC »Zorya« for the printing of 2.98 million copies of state-standard educational documents produced by polygraphic methods
The cost of the concluded agreement amounted to 4.44 million UAH. This was reported in the »Bulletin of State Procurement«, reports »Nashi Groshi« ( http://nashigroshi.org/2012/03/02/u-tabachnyka-peredahuvaly-shemu-nazhyvy-na-dyplomah/ ).
The average cost of one form was 1.49 UAH. At the same time, »Inforesurs« monopolizes the sale of educational documents to educational institutions at significantly higher prices.
For example, on February 21, the Admiral Makarov National Shipbuilding University concluded an agreement with Inforesurs under the single-participant procurement procedure for the purchase of 3,550 educational documents at an average price of UAH 36.3/copy.
The State Enterprise Inforesurs was established by the Ministry of Education and Science, Youth and Sports in April 2011. Prior to this, the production of educational documents was handled by the State Enterprise State Center for Applied Information Technologies, which, due to the availability of copyright, purchased forms from the private CJSC Research Institute of Applied Information Technologies.
This company was controlled by five heads of well-known scientific institutions, including the rector of the Kyiv Polytechnic Institute, Mykhailo Zgurovsky. At that time, the prices for forms were similar to new ones.
The transfer deed of succession between the State Enterprise State Center PIT» and SE «Inforesurs» were signed by the parties and approved by the Ministry of Education and Science, Youth and Sports on August 18, 2011. The director of «Inforesurs» is Valeriy Pidlisnyuk, previously known as the deputy head for consumer market issues of the Sviatoshynska district state administration in Kyiv.
