A national university ranking will be created in Ukraine
The national rating system of higher education institutions aims to stimulate the improvement of the quality and competitiveness of domestic higher education
The Ministry of Education has approved the regulation on the national system of rating assessment of the activities of higher education institutions.
The rating assessment of the activities of higher education institutions of Ukraine aims to stimulate the improvement of the quality and competitiveness of higher education, as well as the participation of higher education institutions of Ukraine in international university rankings.
The approved regulation determines the procedure for the functioning of the national system of rating assessment of the activities of higher education institutions, regardless of their form of ownership and subordination.
The main tasks of the national rating are to stimulate universities to ensure the quality of higher education and science at the institutional, regional, national and international levels, to inform society and government bodies about the level of achievements of universities, their positioning in the market of educational services and the labor market.
The rating should also contribute to increasing the international activity of Ukrainian universities, creating conditions for student exchange, participation in the implementation of international projects and programs, scientific and practical conferences, seminars, exhibitions, etc.
The national rating evaluation system, in accordance with the approved document, should be based on the principles of accessibility, openness, transparency, compatibility and comparability of universities participating in the rating, as well as the principles of compatibility of the national rating evaluation system with world and European systems.
The management of the national rating evaluation system will be carried out by the Ministry of Education and Science, Youth and Sports.
The relevant ministry will also establish a Coordination Council, which will coordinate the work on evaluating higher education institutions.
The Institute of Innovative Technologies and Educational Content is responsible for directly compiling the ranking of universities by group and publishing its results in the media. The institution will also carry out organizational support for the rating, as well as other activities related to the processing of indicators, methodological and advisory issues.
In accordance with the approved regulation, higher education institutions must ensure the submission of reliable primary data for rating, which is confirmed by documents.
The criteria for rating assessment of the activities of higher education institutions will be approved by a separate order of the education department.
It should be noted that at the end of last year, the Ministry of Education already approved the criteria for the rating assessment system for the activities of general education schools and vocational and technical educational institutions, with the help of which the activities of these educational institutions will be monitored.
