Medical universities returned to the Ministry of Health

The Party of Regions believes that medical education cannot be subordinated to the Ministry of Education and Science. The President gave the appropriate instruction

The head of the parliamentary committee on health care, Tetyana Bakhteyeva, commented on the president’s instruction to return medical universities to the Ministry of Health.

«Medical education cannot be subordinated to the Ministry of Education and Science, Youth and Sports, since close ties with the Ministry of Health must remain. Therefore, the President’s instruction to return medical universities to the Ministry of Health is the right decision,» said Tetyana Bakhteyeva, a People’s Deputy of Ukraine, a member of the parliamentary faction of the Party of Regions, and the head of the Verkhovna Rada Committee on Health Care, according to the official website ( http://www.partyofregions.org.ua/ru/news/politinform/show/8462 ) of the Party of Regions.

«Medical universities will remain in the system of the Ministry of Health. This is a very right decision, which will allow us to continue to deeply receive the knowledge that which are extremely necessary for medical workers,» the politician noted.

According to T. Bakhteeva, the decision to transfer medical universities to the subordination of the Ministry of Education, Sports and Youth, has shaken the entire medical community, science and practicing doctors.

«There should be no separation of science from practice. Because medical universities are the main foundation, where not only oral knowledge is received, but also practical skills that are carried out in clinics. These are treatment standards, the relationship is close with the Ministry of Health. It is impossible to separate this, because this is a specific training that requires only the control of the Ministry of Health, which can place orders for those specialists who are lacking or those who are very much needed in connection with the reforms. Now a large number of family doctors are needed – this is also the specifics of training,» the deputy emphasized.

As is known, at the proposal of the Ministry of Education and Science, at the end of November 2011, the government adopted a decision to subordinate most state higher educational institutions that were subordinate to other ministries and departments to the educational department.

In particular, 15 medical universities and academies, as well as 4 educational and methodological and scientific and methodological institutions of the Ministry of Health, were transferred to the sphere of management of the Ministry of Education.

The heads of the Ministry of Education have repeatedly emphasized the advantages of subordinating higher educational institutions. In particular, the Minister of Education, speaking at one of the meetings dedicated to the re-subordination of medical universities, stated ( http://www.mon.gov.ua/index.php/ua/7652-dmitro-tabachnik-proviv-naradu-z-kerivnikami-vishchikh-medichnikh-navchalnikh-zakladiv-ukrajini ) that «the transfer of higher medical educational institutions to the sphere of management of the Ministry of Education, Youth and Sports will serve as a new impetus for the development of medical education.»

On January 31, President Viktor Yanukovych, while in Kirovograd, emphasized that specialists should be engaged in the reform of the healthcare sector. According to UNIAN ( http://www.unian.net/ukr/news/news-483031.html ), he stated this during an expanded meeting of the Supervisory Board of the National Project «New Life – New Quality of Maternity and Childhood Care».

«Officials who are responsible must know and understand the industry very well, study world experience. I will give a recent example. There were people who proposed disconnecting the healthcare education system from medical universities, institutes, and the medical base. We have enough people who, as they say, are not friends with their heads. We have canceled this nonsense. I gave the government an instruction, and a decision has already been made to stop this stupid experiment,» Yanukovych emphasized.
