On May 21, a one-day conference “(De)Occupied and Frontline Communities on the Path to Restoration: Institutional Solutions” was held in Kyiv. It was dedicated to discussing the institutional restoration of frontline and deoccupied territories of Ukraine in four areas: public administration, human resources, administrative-territorial structure, and public participation.

The event is organized within the framework of the Global Open Government Week in partnership with the Ministry of Development of Communities and Territories of Ukraine and the Committee of the Verkhovna Rada of Ukraine on the Organization of State Power, Local Self-Government, Regional Development, and Urban Planning.

The conference was opened by State Secretary of the Cabinet of Ministers of Ukraine Oleksandr Yarema, who delivered a welcoming speech. After that, the planned panel discussions began on key solutions for the deoccupied and frontline territories.

The topics of the discussions concerned:

  • management of the restoration of deoccupied and frontline communities
  • positions of a comprehensive study of the institutional restoration of affected communities
  • public administration: territorial basis and organization of power
  • institutional renewal of communities through human capital

The discussions were attended by people’s deputies, representatives of central-level state authorities, diplomatic institutions of partner countries, international technical assistance projects, as well as officials of military administrations and local governments, representatives of local government associations, scientists, experts, public figures and journalists.

Zaporizhzhya was represented at the event by Yevhen Myronenko, Deputy Head of the Zaporizhzhia Regional State Administration, who took part in the panel discussion “Public administration in de-occupied and front-line territories: territorial basis and organization of power”.

The project “Formation of conceptual and legal foundations for effective post-war restoration of the deoccupied territories of Ukraine” is implemented with the support of the International Renaissance Foundation.
